The Country Delegation (CD) in Pakistan is led by a Head of Country Delegation (HOCD). IFRC CD in Pakistan is part of the Asia-Pacific Regional set-up and its role and mandate in Pakistan are defined as support to the Pakistan RC in programme/service delivery, emergency preparedness and response, international resource mobilisation, ensuring quality and accountability to donors, and coordination of NSD activities towards PRCS development.
Pakistan is experiencing unprecedented floods with more than 33 million people affected and around 5,7 million people in need of humanitarian aid. Nearly 1.7 million houses have been impacted by rains and, an estimated 750,000 livestock have died as a result of the heavy rains and floods. The situation is expected to worsen as heavy rainfall continues and the extended Monsoon season still ongoing, leaving communities unable to cope and infrastructure over-strained. A DREF operation was launched on end of July, expanding the operation with a second allocation request in August, before launching an Emergency Appeal (25 million Swiss Francs) which included a third DREF allocation increasing the DREF loan to 1 million Swiss Francs.
The strategy of the IFRC response is to urgently scale up live saving actions as millions of people have no shelter or food and still need rescuing as well as address recovery needs and increase the adaptive capacity and resilience of vulnerable households. The emphasis of this response is meeting the immediate basic needs of the flood affected population including health and wash services, transitioning timely to address recovery activities through livelihood interventions.

Job Purpose

The main purpose of the Logistics Coordinator is to coordinate and work alongside with IFRC Country Delegation in Pakistan and operation team in the affected area. Logistic Coordinator is responsible to implement the activities and services to enable the delivery of logistics services in-line with IFRC Logistics strategy and IFRC procedures ensuring right quality and optimized services that meets the requests of services users.

The Logistics Coordinator is responsible for the coordination and management of the country-level logistics operations in co-operation with National Societies (NS) and RLU in-line with IFRC Supply chain management strategy. The incumbent will ensure the efficient and effective delivery of goods and equipment, to optimize service quality and cost effectiveness and to meet the needs of the Federation and partners.

Job Duties and Responsibilities

Strategy

  • Support the Operations manager and programme managers in the identification and development of logistics components within programme plans.
  • Advise and validate the technical logistics and supply chain elements of programme plans.
  • Develop, implement, and manage the overall logistics Plan of Action for the Country Delegation (CD), including all appropriate procurement and supply chain strategy/strategies to meet the requirements of the CD’s plans and objectives.

Supply chain

  • Supervise the work of the Emergency Response Unit’s Logistics, if deployed.
  • Manage the performance of the Logistics Department in the CD.
  • In conjunction with programme, develop, maintain, update, and monitor key indicators of the supply plan to meet programme objectives.
  • Liaise and coordinate with the relevant stakeholders regarding the delivery of supplies, and keep all parties informed, in a timely manner, of any changes.

General Logistics

  • Establish a logistic strategy for the Operation ensuring efficient logistics services to all programs in alignment of programs and other support services. This includes the following: structure, organization, resources and assets, capabilities, procedures, communication and information, management, HR profiles and budgeting.
  • Co-ordinate and manage the logistics support for the CD operations, including requisitioning, receiving, storing and issuing goods in-line with IFRC standards, practices and procedures in conjunction with NS Logistics.
  • Provide supervision and direction of the operations’ sourcing systems in close cooperation with Regional Logistics unit.
  • Liaise with international, governmental and non-governmental organizations on logistics matters and collaborate where appropriate.
  • Build relationships with HNS Logistics colleagues in order to share learning and build capabilities to enable the transference of logistics activities from IFRC to HNS responsibility.
  • Provide logistics technical advice, support and train IFRC personnel and HNS to warrant the necessary capability and understanding exists ensuring that there is full adherence to best practice principles, and compliance with necessary regulation, legislation and IFRC procedures.
  • Ensure coordination with other humanitarian/government agencies to deliver high-quality logistics service that meets the needs of partners and services users, avoiding duplication and focusing on the provision of aid to affected community members.
  • Be responsible for the effective management and maintenance of IFRC fixed logistics assets ensuring adherence to country and IFRC regulations, practices and other requirements.
  • Prepare timely monthly reports detailing specifics according to the needs and distributing them to the Global Humanitarian Services and Supply Chain Management Department (GHS&SCM) and to Operations Manager.
  • Produce regular, timely and accurate narrative and financial reports for the Federation and donors.

Logistics standards and procedure

  • Responsible for implementing and maintaining standard IFRC logistics and procurement procedures.
  • Provide technical leadership on the conformance to IFRC guidelines with regards to Logistics Standards, including logistics financial and procedural management of the procurement process and contract management, seeking clarification and guidance.

Budget Management

  • Responsible for the Logistics management and running cost budget, adhering to the FICR procedures.

      Monitor and report on all expenditure against approved logistics budget lines.

      Provide budget forecast for all logistics activities in country budget

  • Support programme on the design and revision of the programme budget.

Procurement

  • Manage and supervise the sourcing, procurement and delivery of national and international goods and services as appropriate in a timely and cost-effective manner.
  • Obtain quotations, prepare comparative bid analysis and purchase recommendations and, when authorized, purchase appropriate supplies. Organise delivery.
  • Manage and supervise all procurement contracts for goods and services. Maintain records and track performance for all procurement contracts.
  • Ensure that an efficient and up-to-date asset and material tracking system is in place for all procurement and distributions.
  • Identify and maintain accurate supplier information for regularly purchased items: keep informed of local market conditions and establish and maintain good working relations with suppliers and inspection companies.
  • If a voucher system of delivery is implemented, identify suppliers, monitor stock in supplier’s warehouse and monitor voucher delivery.
  • Liaise with the GHS&SCM Departments, on procurement and material supply issues as required.

Other duties

  • Oversee warehouse, physical asset tracking and the good maintenance of all equipment managed by the CD.
  • Oversee fleet management and transport, including maintenance and smooth transportation of materials and Logistics staff managed by the CD.
  • Oversee all import / export for goods and personal effects for the CD.

Education

Required

  • University Degree or equivalent diploma in relevant subject; preference for Logistics, Procurement and Supply Chain Management.
  • Professional qualification in Logistics or equivalent experience.
  • Basic Delegate Training Course or IMPACT. FACT, ERU or RDRT Training or equivalent experience.

Organizational Context and Scope:-

Under the overall guidance of the Chief of Party (COP), overall supervision of the Community Resilience Activity (CRA) Resource Management Officer (RMO), and the direct supervision of the National Finance & Admin Officer, the incumbent is responsible for assisting with administrative and financial duties of the CRA program.

Responsibilities and Accountabilities:-

  • Conduct thorough Implementing Partner’s due diligence as per IOM policies and procedures; provide specialized advice and recommendations to the RMO and Chief of Party on the risk assessments and further engagement of the Implementing partners.
  • Review the Implementing Partner’s budgets submission, for accuracy and consistency.
  • Perform IPs random sport checks. Prepare detail report with observations and recommendations
  • Conduct thorough review and verification of IP’s financial reports and supporting documents ensuring completeness and compliance with IOM requirements. Liaise with the IP to address inconsistencies.
  • Maintain the IPs’ ledger balances and tracking sheet. Follow up with the IPs financial and narrative reports deadlines.
  • Assist in undertaking proper planning, expenditure tracking and audit of financial resources, and prepare financial reports as and when required.
  • Ensure that the coding of all accounting documentation is prepared according to the Organization practices and rules.
  • Monitor and assist (when required) in verifying invoices and documents submitted by suppliers and service providers meet the documentation requirements of the IOM established procedures; ascertain that the equipment, supplies or services they refer to were duly received or provided before proceeding with payment request.
  • Provide input for and coordinate the preparation of donor financial reports in accordance with IOM regulations and established procedures.
  • Ensure that accounting data is properly entered in PRISM, in accordance with IOM financial rules and practices, and maintain accurate records of PRISM entries including hard copies of all vouchers and supporting documentations.
  • Follow up on advances/long pending balances in vendor accounts and work closely with relevant units to ensure timely settlement and to keep vendor balances to the minimum.
  • Provide technical support related to accounts and IOM rules, regulations, and procedures in relation to all financial (Invoicing, good receipt, treasury, cash management and grants Recon) functions to the finance field staff.
  • Assist in Project monthly financial accounts closure.
  • Assist in the overall verification, liquidation, monitoring and clearance of advances for the projects and staff members on regular basis. Reconcile monthly all debtors and creditors accounts.
  • Verify that all financial documents and vouchers are properly filed, and a proper filing system is maintained.
  • Assist in monitoring compliance with financial policies, procedures, rules and regulations.
  • Ensure that disbursements are made based on proper authorizations and supported by legitimate and sufficient documentation.
  • Perform other related duties as required.

Required Qualifications and Experience:-

  • Bachelor’s degree in Business Administration, Accounting, Finances, or related field with four years of relevant professional experience.
  • Proficient in Microsoft Office applications e.g., Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;
  • Attention to detail, ability to organize paperwork in a methodical way.
  • Discreet, details and clients-oriented, patient and willing to learn new things; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
